Doesn't seem bad for short commutes on mostly smooth roads. 18mph is honestly ideal for city commutes; scooter goes up to 28mph but I don't like going that speed with other vehicles/bikes around or with unfamiliar terrain and potholes, so I usually end up going 18mph anyway. 8.5" wheels won't be very stable at higher speeds anyway, but they're pretty maneuverable.
