I like basmati rice for the texture, but I'm always hesitant because in my head it's grown right downstream from a factory dumping neon sludge like it's part of the irrigation plan.
Like others says Royal is ok. Not bad no good. For many years our family we grew up eating it buying at Sam's.
The better ones are Daawat #1, Kohinoor close second, then Khazana as well from what I've tried. The Samsclub Royal and Costco Zafrani is meh. Wish Costco still carried Khazana basmati

But be careful of the date of production. Old rice will breakdown fast (gets sticky); which you dont want for a Basmati rice. You want it to be separate and stay long when steamed.

This may be good quality but as Far as Basmati is concerned quite low on the scale. Also of Late Amazon has been Fluctuating The Prices of FoodStuff a Lot. This 2 Bag Combo used to be available for $23 & Now they are selling for #31 or 32--TOTAL RIP-OFF 😠 by Amazon.

You are totally wrong about old rice. Generally, old rice is preferred because of low moisture content in the grain which makes the rice less sticky. Freshly harvested and milled rice has the highest percent of moisture which makes it sticky when you cook. Old rice has always the premium price.
Doesn't seem much of a bargain to me. But I see we have a lot of rice connoisseurs that know inexpensive rice. Maybe they could help up our rice game.
We currently buy Great Value enriched rice, 20lbs for $11.00. We also buy natural long grain brown rice 2lbs for $1.67. We don't buy as much of the brown rice because it will go bad after awhile - although it tastes better in some dishes.
We use it in stews (just sprinkled in), with fish, rice and beans, etc, cooked in pot, with the food, or in a steam cooker. I'm wondering what other inexpensive types of rice there might be to add to our stores, and / or better cooking methods.

Its only Brown rice that can fail in less than a year cause it contains oils.
