Best computer for local AI?

I want to play around with local AI.
What's the best computer deal for that?
Would prefer brand build vs diy build.
I understand China AI is better, cheaper, less power hungry.
Watch AsianBoss YouTube. Very good video that explains.
USA banned chip to them, so they had to come up with a solution and did.
Would like to use that solution, because of those benefits.
