The device must not be reported as lost, stolen or blocked.
Three hundred sixty-five (365) days must have passed since the device's activation date.
In summary, same device available via:
Metro for $65 ... auto unlocks in 365 days, continuing the service after 1st month/initial payment not required
Total Wireless for $40 ... will never unlock unless paid for 1 whole year of service (which is not worth - better use case is to use it as wifi only or cheaper service via rebranding to tracfone etc, ymmv)

I've used older Moto phones for hotspot Visible for my parents, and it works fine, so expect this to do the same. Assuming your carrier & plan supports it, I don't think anyone has confirmed this TW phone works with Visible while being locked yet. One tip is to enable the battery charge protection feature in the settings, which limits the charge to 80% when continuously plugged in for hotspot use.

I'm leaning more towards Motorola phones over Samsung lately, they give slightly better specs (more RAM for example), for the same price vs Samsung. Also a bit more stock Android experience on Moto phones, vs Samsung and their heavily customized. Both have bloatware, but most can be uninstalled or disabled.
