I have it and like it, but I don't think it's for everyone. It isn't the best choice for heavy metal chugga-chugga rhythm or screaming leads, and tends toward sounding a bit like a sludgy mess. For me that last part is in a good way. But I'm weird.
There are a bunch of YouTube demo videos from when Fender released the pedal, so you could listen to those and see if it sounds like music your daughter is into.

Yes, it would work with a bass. It's designed to work with the frequencies that guitars generate, but it will certainly do something to a bass signal chain. .. that's not to say it won't sound great.. just that it's not designed and marketed to bass players. .. one of my favorite amps to play guitar through was a bass amp. :-)

For a first guitar pedal, i would recommend a delay or digital multi-effects pedal with delay
