Interesting. How does the 270k outperform the 9950 when the 9950 has more cores (8+16 vs 16/32) and higher frequency (5.5 vs 5.7)? Does it outperform in all aspects of just certain things like single core or something?

To keep it simple and generalized, over time the CPU cores produced get "smarter". Essentially, each core can do more work per cycle. So a core produced in 2015 running at 1 GHz would normally be a lot slower than a core produced in 2025 also running at 1 GHz.
In addition to that, Intel and AMD produce different cores. And their cores improve at different rates and at different times. So while AMD might have "smarter" cores one year, Intel might surpass them another. Thus, AMD's cores in one year running at 1 GHz might be better or worse than Intel's running at 1 GHz.
Frequency does matter. But in this case, 5.5 and 5.7 are almost the same. If the 9950X and 270K were nearly identical, and their differences came down to the clock speeds, then you'd be looking at something like a 3.5% difference. That's close enough to where if you are watching the progress bar for a video rendering, you probably wouldn't notice a difference.
It is possible that if the Intel CPU is better, it's because Intel's cores are just "smarter" in this comparison. The Intel CPU did come out a year after AMD's. So that makes it even less surprising if this is the case.
But one other thing that you didn't notice that could make a huge difference is the core and thread count. The 270K has 8 performance cores and 16 efficient cores (8+16). The performance vs efficient cores does throw another variable into the mix, but we'll leave that for another day. The 9950X is 16 cores and 32 threads (16/32). This is quite different than the 270K. AMD's CPU only has 16 cores. Hyper-threading lets each core work more efficiently on 2 things at once, hence 32 threads. But it still means the 9950X only has 16 cores vs 24 cores on the 270K.
None of this is meant to actually prove why one CPU is better than the other. You'll need to do more in-depth research on these two specific CPUs or their architecture to determine that. This post is just meant to give some general insights into what to think about when comparing CPUs.

270K Plus is comparable in benchmarks in all but encryption speed where it greatly falls short. It's also on an End-of-Life platform - which largely explains the price difference as AM5 has confirmed support through 2029.
