***EDIT*** I did find this post on Reddit. Anecdotal evidence against the idea of this working. "Any Straight Talk locked android phone I've bought has always worked on Visible. iPhones used to work also. I just recently bought a Straight Talk locked iPhone and it wouldn't work this time. I feel like the iPhones updates have broken this work around. Oh well, it was good while it lasted. I am still using a locked Straight Talk Moto G Stylus 2025 on Visible. It may be a sign of things to come"
If you bought a iphone 13 and used it on this iphone 12 line with unlimited talk/text. It would not unlock the iphone 13 because the year of service was for the iphone 12. ...

However, what they are describing is a transfer of service. This does not count as paid service toward the phone that you transfer the service to. It only applies to the original device that the plan was purchased for. So while you may have almost a year of service on that device, the transferred service doesn't count towards the unlocking requirements. This was enforced even back when it was 60 days of paid service. Back when the policy was "60 days after activation", I believe transferred service worked, but I'm not positive on that.
I think it's more about profit than "keeping costs down", but I could be wrong.
