They responded later that same day stating:

Because of this assurance that each phone came with it's own call/text/data plan I ordered this item. Havn't received it yet. Now I'm not sure what to do when I do receive it.

Update: Received both phones today. Didn't even try any harvesting. Just tried to activate each phone on the Tracfone website, and neither of them seem to have a service plan. After typing in the IMEI number, the next step gives me a choice to purchase a plan or enter a Service Plan PIN, which was not in the package. The instructions in the box do mention that the service is already tied to the device and that a PIN isn't necessary.
Update 2: Contacted Tracfone and provided both IMEI numbers, and they confirmed that there were no plans attached. I was told to contact the eBay seller. Surprisingly, the eBay seller replied pretty quickly and asked for the IMEI numbers, but I'm still waiting for another reply with next steps.
Update 3: The seller confirmed that the phones do not have plans and "recommend filing a formal
complaint with eBay regarding this issue." So ridiculous. I just started the return process.
Update 4: I got another message from the seller... "At the moment, we have reviewed your devices and now the pins should be
on the IMEl's reserve. We highly recommend contacting our customer care representatives at 1-800-867-7183 to process activation of both devices." I just tried activating it on the Tracfone website again, and I got it to activate. Haven't tried the second phone yet, because I'm going to wait until tomorrow to try to transfer the first plan onto the second phone to get 2 years total.
Update 5: I was able to activate the second phone and transfer the plan expiry from the first phone, so the service on the second phone doesn't expire until August 2028. However, the minutes/text/data didn't get combined like others on Reddit and SD have mentioned. I'm not going to bother calling to try to have them fix it, since I mainly just wanted a working number for 2 years.
Update 6: I'm not sure when it happened, but I checked my Tracfone account, and the minutes/text/data now show that they did actually get combined. I think it took a few days for the system to fully process the transfer.

Several years ago they had a deal on preloaded sim cards but they shipped empty sims instead. Even after buyers reported having problems they kept selling them & TF support didn't have a clue (they tried to deny that TF even had an eBay website). Everyone eventually got refunds but it was a mess for several weeks, SD had page after page of buyers complaining.
