Still just moving air.
In order to provide cooling would have to do it regardless of temperature.
So right now in my house with AC on its 75 here in FL.
Outside its 86 - I should open windows and put on fan to cool my house even more?
Does a fan cool? no not really but it can bring a cooling effect to the body when sweat is present. In a house it can move hotter air from objects may have absorbed heat and bring cooler air from outside to pass over objects that will help remove heat from the objects.
It would seem that you know this and are just being snarky?
