The old one I have triggers 25 watt Samsung fast charging but ends up throttling and taking a little longer than it should to charge the phone. It charges laptops just fine, I don't care too much for the speed there.
I grabbed this one too just now. I would say if you missed out don't worry as there are better options which don't throttles and cover more charging standards for just a few dollars more.

I searched for some prior deals and it seems the 100W version can also be had for under $17 sometimes. That to me would be a better deal.
