ref- mind walking me through the easiest way to have remote access to a win 7 desktop while traveling in the ME? internet connection is slow as hell after a few gigs of use, so i need something reasonably efficient. i'd like to be able to browse through my desktops browser so i have an us ip address and get access to my media files. also what's the best power saving settings for that application? it has whatever is default

If you do this correctly you don't need any Remote application - just any browser on the client machine set with the correct proxy settings. The server (in your case "desktop") doesn't even need to be involved. You could accomplish that with any router running Tomato/DD-WRT only. In other words, your "desktop" wouldn't need to be on at all unless you want to access files specific to that machine - documents, media, etc.
Now, if that's the case, then yes. You'd need some sort of software running on the desktop in addition to the above. You'd also need the ability to turn the desktop on and off at your discretion remotely.
You can probably - it depends on NIC on the desktop and if it supports - do something like WOL (Wake On Lan) with your desktop. The NIC needs to have magic packet support. It's not something every NIC out there supports out of the box. Some don't support it at all. Or sometimes it involves updating the driver or the NIC utility (you know the software NO ONE installs for their network interface card?) to one directly from the manufacturer rather than what you might find on a pre-built desktop support site (like Dell).
Know what supports sending a magic packet via the router to any NIC on the LAN? Tomato.
Also if your US-based IP address changes (read: isn't static) you'd need to set up some sort of dynamic DNS so that you'd have a static hostname that points to the dynamic IP - something like arjhasleftthecountry.homeip.net or something. Lots of ways out there to do this for free. I usually recommend DynDNS as it's been around forever and has a desktop client that you can run on any machine. Also a lot of router firmwares support this, including DD-WRT/Tomato.
That's some of the broad strokes. Depending on what you want specifically I can make some more recommendations.
