Nope, ALL transexuals have changed their private parts...until the visual sex has been changed through the operation, they are still considered transgendered, not transexual. Please refer to my earlier lesson in vocabulary here https://slickdeals.net/forums/showpost.php?p=43119460&postcount=74 .
