Massive manhunt on for ex-cop accused of killing 3

Disgruntled ex-LAPD officer writes a manifesto detailing how (allegedly) the LAPD is corrupt. He then starts a war with LAPD. He's rather specific with the (alleged) corruption details in his manifesto.
Apparently, the LAPD has already shot up at least two vehicles "matching the description" of the ex-cop's vehicle. The LAPD is randomly shooting up suspected vehicles (and people!)? What?

I've never seen a law enforcement agency so completely petrified and paralyzed with fear over one guy... shooting random cars cause that LOOK like his vehicle, confusing old Asian women with a big black guy, surrounding their own headquarters, military bases on high alert, jail on lockdown... if he does nothing else, he has single handedly struck crippling fear into one of the largest law enforcement agencies in the United States.
