Massive manhunt on for ex-cop accused of killing 3

Disgruntled ex-LAPD officer writes a manifesto detailing how (allegedly) the LAPD is corrupt. He then starts a war with LAPD. He's rather specific with the (alleged) corruption details in his manifesto.
Apparently, the LAPD has already shot up at least two vehicles "matching the description" of the ex-cop's vehicle. The LAPD is randomly shooting up suspected vehicles (and people!)? What?

2) its not that hard to have multiple ID's… just tell the DMV that your current one was lost...

Saw & listened to the guy he carjacked, though. He said, "I don't want to hurt you", and asked him to get out of the car, walk away, and take his dog with him.
