Note: Apart from the laws below, you can also shop at Costco without a membership if you somehow acquire a Costco Cash Card from another member [costco.com] or Gift Card Reseller.
Purchasing Alcohol at Costco without a Costco Membership:
Due to leftover regulations and laws from the prohibition era made to combat "Speakeasies", many states prohibit the restriction of sale of alcohol to membership only clubs. As such, in these states membership warehoue outlets like Costco, BJ's, and Sam's Club are required to let anyone from the public purchase alcohol. To take advantage of this, go to the customer service desk and tell them you'll be purchasing Alcohol without a membership. They should provide you with a 1-day Alcohol pass. I've read different accounts on if you can only pay cash or also debit/American Express. If the employee tries to deny you, escalate to management, as most employees are not aware of these laws.
According to Google, a non-exhaustive list of States that have such laws, YMMV:
Arizona
California
Connecticut
Delaware
Hawaii
Indiana
Massachusetts
Michigan
Minnesota
New York
South Carolina
Texas
Vermont
Costco Alcohol Partial Refund Policy:
I made sure to ask the supervisor at the local Costco, as I know Costco has a Price Adjustment policy, but this is alcohol so special rules apply. If you have purchased a bottle of Glenlivet within the last 14 days, to get a partial refund for the difference you must bring in your Original Receipt, and they'll adjust it using that. They won't let you simply pull up the sale using your card like normal, as you cannot return alcohol so they need to adjust it manually using your receipt as proof, as they don't store price adjustments in their database. This is to prevent you from going to multiple Costcos and getting multiple price adjustments for the same purchase.
Reported pricing by location:
Arizona
Paradise Valley $26.99
Phoenix $26.99
California
Fresno - $19.99
San Jose - $19.99 (Thanks kissdisap)

I tend to serve JW Black as my basic guest whisky and only get out the malts for good friends and interesting guests. I keep all my good stuff in my office away from my guzzler brother-in-law.

I don't ever drink the JWB. Currently I'm rotating Laphroaig, Glenmorangie, two Ardbegs, Jura, Abelour and Trader Joe's Speyside. I also enjoy some good ryes for making Manhattans and my absolute favourite...a Sazerac.
