I'm sure citi fought hard in the bidding process to beat Amex to get the Costco account. Part of the terms were probably to offer better benefits for the customer....

I remembered making an extended warranty claim on a $600 laptop to Amex a few years ago. They only asked for the date/merchant/price of the purchase. The next day my account was credited with the full purchase amount.
I think Citi purchases warranty insurance from 3rd party and ya, it's much worse than dealing with health insurance companies, which are regulated to some extent.
I recently opened a warranty claim on a $175 device. They have asked me for the original invoice and a repair estimate which can only be got from the manufacturer. It seems too much work to go through the repair estimation to satisfy them. I am curious if people have different experiences or they have handled this request in a different way
Depending on what the issue is, I would go to ibreakit and get an estimate.

I ordered a Pokémon premium collection and it arrived with a large gash in the actual box as if someone cut into it with a box cutter. I addressed all the points by stockx and even showed screenshots of their website guaranteeing that boxes with a tear in the shrink wrap larger than one inch will not pass authentication. Even with a 3-4 inch cut in the actual box itself and linking their policies, citi sided with the merchant.
There was absolutely no way I should lose that dispute since stockx broke their own guarantee and policy. It was as much of an open and shut case as you can find.
All in all. Avoid citi and stockx. Both will screw over customers blatantly.

Have multiple Citi cards from last 15 years, not a single issue. Indeed i prefer them than those like Discover, Amex..

That is awesome for you and I'm sure many people have good experiences but they literally gave me a runaround and dragged out a situation for about a month that could have easily been resolved in a day.
Was literally the most open and shut case and they ruled against me despite the overwhelming evidence I provided with no explanation.

Doubt there any really good banks but the fact they so blatantly ignored the obvious and wasted so much of my energy and time has soured me on citi forever.
A lot of companies make you jump through hoops but I expected at the very least after all the BS they made me go through to eventually side in my favor since stockx has broken their own guarantee which is in plain writing. It was just astounding that after everything they asked me to do and all the evidence i provided they just gave me the middle finger.
Curious, what roadblocks? I recently had a successful Chase visa warranty claim but they use the same Card Benefit Services processing center as Citi. My understanding is they just want a repair quote with the diagnosis of the issue (along with a credit card statement and receipt).

I don't think so, 3% is pretty high on restaurants, and 4% on gas. The cards with rotating categories will beat these for 1/4 of the year, for example Freedom offers 5% on gas right now until April 1, but I don't think there's a 4% yearly gas card for no fee.

Citi custom cash card offers 5% on Grocery and restaurants for $500 every month. That's the best I know.

Well, in my case it was a charge controller for solar panels so I just went to my local supplier and they were kind enough to type up a diagnosis and "repair" quote which basically just said the part failed and needed to be replaced as it was not repairable.
The terms to what is considered a "gas purchase" is quite ridiculous. Every gas station now has a convenient store aspect to their business, so there is no longer any standalone gas stations.
Based on their terms/conditions only Costco fuel stations count towards the 4%.

Is there any amex costco ??? I don't think so , Costco doesn't even accept amex
