For the past few years IPL has been on ESPN which has charged between $30 to $70.
The good thing for IPL 2017 is that it is on Willow which is normally $15/month, but is available for $10/month via Sling. So you can watch the whole IPL by paying for 2 months - $20.
If you already have willow TV then you are set. But if not , you can watch the whole IPL in HD via Sling TV choose any of the below links
https://www.sling.com/international-sports ( 10 Channels which includes Willow TV , $10/month or $80 for the annual package)
https://www.sling.com/cricket ( Willow TV and WIllow Extra only , $10/month or $40/6months or $60/year)
None of the above qualify for a free roku though. Some other combinations like Hindi etc are $15 a month or higher , include willow tv and will give you a free roku express if you prepay $60+.
PS : Willow has been $10/month on sling via international sports for quite a while now. This post is mostly to highlight the reduced price of the IPL compared to last editions and the 6 monthly and yearly discount rates for Willow on sling.

I have done the whole VPN route before and havent been able to find a reliable HD stream that can be watched directly on the TV . Call me spoiled but Laptop - HDMI- TV just doesnt cut it for me anymore. Chromecast has also acted funky for me during live streams via laptop.
