These are really best viewed as lease terms disputes. And by the way even these flippers could get the phones unlocked again by leaving then on Sprint for 50 days. They just did not want to do that. And once unlocked and off Sprint, Sprint cannot lock it again anyway, even if it did want to.

Can you sign up for another free year if it's been x months since the initial year. The free one year was up in August and I've ported the number to another carrier.

By the way, existing customers (including free plan customers) can make use of kickStart if they add a line, port in a number, and use BYOD (only).

It says this right on the Sprint KickStart page and it is true.

So if your free plan is ending and you do not want another free year, maybe because SSN issues are too much trouble or you want a longer term deal, you can get KickStart for $25 a month with some porting and a spare temporary phone, no new SSN or 45 day wait required.

x is 45 days as noted in the Wiki (which also notes another alternative requiring no wait at all).

I signed it up mid-Dec, 2017, Will it expire just before the date? or will expire on 12 billing cycles? I checked my hotpot quote on sprint phone apps, somehow it changed from 10GB to 50GB, a good thing but a little concerned... LOL, not sure if it is apps error or something else...Anyone got the similar situation ...

I plan to transfer to other carrier after the promotion, do not want to get a large amount of bill...

Free plan expires at end of the bill cycle inclusive of expiration date in listed your account.
Example You signed up on 12/15/17 and if plan expiration in your account shows 1/31/19. The free plan would end on 2/14/19. If you wait after 2/14/19 to port or cancel you'll be charged full price with no proration for final month. I would not wait to last day though to port or cancel in case porting issues arise. Ymmv as your billing cycle and expiration date will be different based on sign-up date.
