There are limitations and pros and cons and better choices on some phones (you did not mention your phone) as has been discussed but I do not want to write a long-form essay covering all possibilities as to what you might be looking for.
For that phone the method of adding DUN to the APN may work and of so has advantages over PDANet+. You will have to search to see it works on that phone.

I've $25 Kickstart plan now on my Moto Z2, does this mean I can tether using that app even when Sprint doesn't allow direct tethering?

Quite a few people have trouble getting PDANet+ to work because it is not very user-friendly but it works fine if you have the patience and inclination to figure it out.
However if you can edit or add APN's on that phone, .that gives you even more flexibility. Just add DUN at the end of the APN. (I have not searched whether this actually works on that particular phone - I will leave you to do so).

Basically, just add an APN with a made-up name that is a copy of the original but with DUN on the end. I did it entirely using standard Settings without even going into the internal settings behind the dialer code. It works perfectly. No root is needed.

Basically I can't select the newly added apn to be operational.

Maybe yours has some minor error in it which is why you cannot select it. I would check the syntax letter by letter.
Some people did post that they were unable to select it but most were able. I think the best place to get help may be by posting in those threads. I do not know why you or a few others are unable to select it.

I got that but Sprint might still have locked it anyway - sometimes that happens.
If you still have any problem is the S10 (or is that working properly now along with the Z2?) have you checked that it is still unlocked?
I assume that you want both phones to be able to work as hotspots.
