They cannot change anything about your legal mutually binding contract now, at least not without notice and approval by their legal department etc.
The reason you got shot down is because the sales rep estimated that he/she could score a kickstart sale. This is completely consistent with what some of them have tried to do from the very beginning, using a variety of different approaches. They just exploit different sales techniques from time to time depending on what works for them at any given time and the customer and what the customer seems unsure about.
We have had numerous posts like yours from people saying the plan must had changed etc and in every case the person was able to add the line by calling back enough times at different times of day or being more assertive.
One very simple thing you can do is get their name from the very beginning
spelled out and write it down. That intimidates them a bit.
The more experienced users are getting lines added over and over without much difficulty because they are sounding more convincing to the reps.
Of course there is an element of chance too but if reps start saying incorrect things to me I explain it to them - it is normal that some reps are not familiar with every plan but they can learn.
Also a tiny number of people got extended by a year selectively.
But, apart from one goof-up where the plan signup page got accidentally re-opened briefly, nobody has been able to sign up again since April 4, and nobody has gotten selected to be extended in many months either.
Sprint now regards the program as a failure because people failed to stay with Sprint at regular prices after the free period ended, so there will be no further one-year extensions or signups in my opinion, at least until there is a final decision on the merger (due in early 2020).

I just got shot down with big No trying to add a new line to my existing BYOD Free one year plan.
I am approved for 5 lines and only one line is active on this plan, so tried adding one more line and the Rep on phone told me Plan has expired and its only valid for current active lines so they wont be able to add a new line and give me same plan.
They insist on getting a new plan for new line.
Need some real HELP here as my Free one year plan is valid till April 2020 and I really want to add 3 more lines to current plan.
Any and all HELP appreciated.

I suggest use wording along the following lines:
"I have the one year free plan and my account is preapproved to add up to a total of 5 lines at any time and I am calling today to add additional free lines. Here are the details .........."
Be sure NOT to ASK if you can do it since that gives the rep too much power to say "no you have to buy Kickstart" etc. TELL them, do not ASK them. ARGUE if they say no - explain it is a written provision of your plan that you can add lines right until April 2020.
Other than that, just try more times at different times of day and different days of the week.
