You could port from Sprint to a Sprint mvno up to now but this could change (or it could just be a Hello issue). The same could conceivably apply at some point to porting from a TMobile mvno (Mint) to a Sprint mvno, since TMobile and Sprint have merged legally.
As Desi point out,it could alsao be a matter of past debt etc. Sometimes you can activate a phone on Sprint but not on its mvno's, for example if the phone is still under lease. (It can also be the other way around)/. This is a quite likely cause.

You cannot use the IMEI of the digital sim to activate an iPhone on Sprint, you have to use the primary IMEI (but they also lock the digital IMEI as well though in those cases in which they lock the phone).

Try checking with Sprint and asking them to unlock it (most people suggest doing it through the International Dept these days).
