419 + 10% ebay bucks was the best I have seen on this card and that was the cheapest I ever saw a 1080 GTX go for. That was back at the end of March.
What is this monitor and GPU bundle you're speaking of?
AMD did some marketing tests where they pitted the RX Vega against a GTX 1080. They said the AMD solution was about $300 cheaper but that also included the cost of a freesync and gsync monitor for their respective cards.

No. The monitors used in that test actually had a $600 price difference leading some to claim Vega would be priced much higher than the GTX 1080 but have also have better performance than the 1080TI. If AMD had a card that could compete or beat the 1080TI, they would be showing off objective frame rate numbers instead of using the "subjective" tests on which system felt better... AMD has done a great job with Ryzen in the CPU market but this does not appear to have been replicated with Vega.
