Out of curiosity I looked at the price for the Razer Phone 2 on Brickseek and a few of the local Walmarts have it for just $199. I hadn't seen it that low so I thought I'd post it and maybe someone else can get lucky too.
Razer's OS support seems pretty spotty at this point. They just now released 9.0 Pie for the original Razer phone, and I don't think there's any sign of Android 10 on this model. Unless you don't care about OS updates at all this might not be the best phone to go all-in on.
While hardware spec is still pretty respectable, this is a dead device. No active manufacturer support nor any community effort as active ROM development is exact 0. Yeah, it's a flagship being sold for $199, but $199 can also be better spent elsewhere I think.
If you're ok with experimenting with it and sigh about what could've been, then by all mean.

Where is there any brand new phone that's better than this for $199?

It depends on how much one values non-hardware stuff, such as software updates (features and security updates), customer support/warranty, and such.
But yeah, if one is judging purely on hardware spec, then this seems to be pretty good value.
