The 7 black bundle was on sale at Costco for $199 (oos and not in stores, just a reference point).
The 8 black bundle is on sale at Costco for $289 (with extra battery, case, handler, and memory card), and if you buy with the Costco visa card (an extra two year warranty on all items).
Most of the reviews I've read have said the 8 is not a major upgrade but they improved on it enough that the 8 is the better buy than the 7. Does it make sense to buy two from GoPro and try to sell one (cause I only need one, not even sure I need one but that's a different story) or should I just get the 8 and be done with it?

Most people agree that the Hero 7 is actually a better unit than the Hero 8. The 8 has better video and camera specs, but regarding the design of the unit they messed a bunch of things up in the process of attempting to fix something that wasn't broken.

Also, can the digital camera trade in be done on 2 Hero 8s to make it slicker? Essentially $600-$100-$90(Amex deal) = $410.

Amex customer service is very good if you have any problems. I've had one credit not show when I booked with Carnival for their "$100 off $500 on leading cruise lines" a couple years back. I guess at that time Carnival wasn't one of the named operators included in the deal but they credited it anyway. And that was on a Blue Cash Everyday card, no annual fee.
