I don't remember where I read this info...when a phone number is in the process of being ported, it'll be in a "twilight zone". The service is still active with the current carrier until service with the new carrier is activated. With some carriers like H2O, SpeedTalk, when you submit a port request the service with the new carrier is activated right away and service with the old carrier is terminated. With AT&T, they'll ship the SIMs pre-assigned with the ported numbers but not activated. When you receive the SIMs and activate them, that's when service with the old carrier is terminated.

Do you know if the rep would be able to assign the number to the SIM if I was to go to the store to pick one up?

Typically, the merchant sets the estimated payable date beyond the date which the purchase can be returned/cancelled, so you can't collect the cb then return/cancel the purchase. With cell phone deals, the carriers set the payable date to make sure you stay with them x amount of time before cancelling. If you cancel before that date, the carrier won't pay the cash back sites. It's not the decision of TCB, BF, Rkten, etc.

The problem is they ask me to stay subscribed after the payable date.

The Payable date is just an estimate. Once it has become Payable and you've collected the payout, they can't do anything if you cancel service.

One arrived a day after the order. Had to spend a day chasing down the 2nd box with the factory, Lowes, and FedEx, and it was very confusing because they had the same tracking number.

I understand that both lines are in the same account, but are they in the same PLAN? Click on Plan Details and see if it shows One Plan with 2 lines, or Two Plans each with 1 line.
