It's 4 years since receiving the sign up bonus.
You have to wait 4 years since opening the first one before you can get another.
The application date or the card open date doesn't matter. What matters is the date that you received the sign-up bonus. That date is probably the closing date of the statement in which it was awarded to you.

For example, if you met the minimum spend for the sign up bonus in the first month the card was opened, the statement closing date was probably October or November 2016. If you met the minimum spend in the 3rd month that the card was opened, then the bonus may have been awarded in January or even February - again, depends on the statement closing date. You can check your first few statements in that account to know for sure.

1. The 100k/125k Plat offers are said to come and go. There is no guarantee that it will be waiting for you at any particular time. If you are open to getting a sole proprietor/small business card, the Blue Business Plus is a great $0 fee card to preserve MR points.

2. I haven't done it myself, but going off of the reports of others who have done so, it is possible to redeem United miles towards the annual fee of the Club card (not Air France (?) miles). At 1.5cpp, or $150 per 10k miles, you are left with 70k mile bonus and a $100 fee, or ~ 63k miles, $0 fee + the 5k miles from spending. The issue with that strategy is that you either need the bonus to hit on your 1st statement in order to have the miles to redeem, or otherwise have a sufficient number of United miles already, using the later arriving bonus to replenish that stockpile.

What happens to my existing Chase Sapphire reward points if I cancel this Sapphire, then apply for a new Sapphire? I'm well outside my 48 months since obtaining a rewards credit card.

They go away unless you have another UR-earning card that you can transfer them to. In your situation, the ideal strategy would be to product change your current Sapphire into a Freedom Unlimited, and then apply for the new Sapphire Preferred. The existing points will be preserved, and you can later transfer/consolidate them into the points account of your new Sapphire card.

2. Both. You can redeem the points for cash at a ratio of 1cpp (or 10,000 points = $100 if that is easier to conceptualize), or redeem for travel through Chase's travel portal (rebranded Expedia) at a ratio of 1.25 cpp (10,000 points = $125), or transferred to various airline/hotel partners whose value can vary significantly.

Thank you for that info. I just completed a product change from Sapphire to Freedom Unlimited. Can I apply for the new Sapphire now or wait a day(s)?

The suggestion for Chase is to wait at least 4 days after a product change before re-applying for the original card. It takes some time for the PC to be recognized in all of Chase's systems, and 4 days is the shortest amount of time that hasn't had negative reports. Better safe than sorry.
