It's 4 years since receiving the sign up bonus.
You have to wait 4 years since opening the first one before you can get another.
The application date or the card open date doesn't matter. What matters is the date that you received the sign-up bonus. That date is probably the closing date of the statement in which it was awarded to you.

For example, if you met the minimum spend for the sign up bonus in the first month the card was opened, the statement closing date was probably October or November 2016. If you met the minimum spend in the 3rd month that the card was opened, then the bonus may have been awarded in January or even February - again, depends on the statement closing date. You can check your first few statements in that account to know for sure.

I signed up with the 60k bonus a week before 80k public ad went live.

I called to politely ask them to match it, I was denied

Unfortunately, they already got you in with 60k bonus, there's nothing in it for them to give you 20k more. I have yet to see an example of a request similar to this that has been granted.

Chase used to routinely match higher public offers within a certain time period.

Reports suggest they've largely stopped doing so (possibly another pullback around covid times)

Did you call to request a free expediate? If not, why should they spend more money on expediting it if the customer hasn't even asked for it.

Correct. 80,000 points at a value of 1 cent per point = $800. Best cash back sign up bonus available for a personal card by a long shot.
Your wife could put household income (ie. yours) rather than her presumably $0 personal income, if lack of income is thought to be the reason for denial.
We did put our household income. It didnt seem to matter.

Chase does it for free. You will end up with 2 credit cards - one sent via normal mail and one via expedited mail. Both cards are identical.

Thanks, can I apply online and then call them to expedite? Or do I apply over phone?

Personally:

1) I would apply for the card online (preferably after logging in to Chase assuming you already are a Chase customer)

2) Once you are approved, immediately call them to request that the card is expedited and have them "confirm" over the phone that the expedite actually went through. Some reps will just BS that they will will expediate. Only way to get some form of assurance is to ask for their name, whether it went through, if they can give you a confirmation # for the expediate etc.

Good luck!

I've been out of the churning game for a while, but I definitely know I'm under 5/24 and my last Sapphire family card was this CSP back in 2012/2013. My wife got the CSR at the end of 2016, but that shouldn't impact me, right?

I should be eligible for this and the 80K bonus? I'm pretty sure I'm only 2/24 currenly.

Thanks.
