If you live in a market where ATSC 3.0 has launched but don't have a TV with the right tuner (which at this point would still be most people), this could be an interesting way to get started while we wait for new televisions to actually include the tuner.
Details / specs, including additional info on which markets have or will soon have 4K OTA broadcasts:

This was on kick back in April, but those units have all shipped now - so the product is real and not vaporware as some people were concerned with in the spring.

HDHomerun also has a history of being downright crappy about supporting their "old" hardware so by the time ATSC 3.0 goes live they will probably have new models and these will get no support. They don't even give their supporters a discounted upgrade path. The only special offer I was ever given was on a refurb tuner selling at the SAME price it was listed on slickdeals and their website at the time. In other words NADA. I'd wait and make sure I got full support.
Every single network tuner sold by Silicondust is still supported to this day, and will even get firmware updated when needed. The only exceptions are the Roku and LG versions of the official HDHomeRun app, due to platform limitations, and those will need a tuner from the last 5 years or so, rather than a gen 1, 2, or 3.
ATSC 3.0 does not require internet. Silicondust plans on blocking anything that might compromise consumer privacy.
It sounds like you are complaining about their standard out-of-warranty policy, which is to offer a flat discount off the normal price of a new unit. For a while an unauthorized reseller was dumping units below cost on Amazon, and was thus cheaper. Don't expect everyone to go broke just to make you happy.

ATSC 1.0 is still MPEG-2. ATSC 3.0 is HEVC/H.265.
