Plex is an application that follows the Host + Client model. Host in this case is the same thing as server. The client apps are free, at least in most platforms like Android, windows, Linux, NAS, TVs, etc. I'm not sure as I don't have apple products, but I read in this thread that the client app for iOS is not free, which is not a surprise to anyone. What the client those is that it connects through the internet or your local home network to the Server and lets you consume media like pictures, movies, and music.
The Host or Server side has two flavors, free and paid. This is what gets almost everyone confused, because Plex gives you a lot for free on the server side. What the server does is that it runs in your personal Computer, or any other devices that supports it like your NVIDIA Shield, some android devices, NAS, etc. You basically tell the Plex server where your you have your picture, music, and videos stored and it will make those available to all your client devices. If you have a TV Tuner like a Silicondust HD Homerun, Tablo, or Hauppauge, the Plex Server can act as the front end for those too and give access to your clients.
If you are using a TV tuner paying for the Plex Pass allows your server to grab the TV schedule and record TV to a local storage. You can then stream those on your clients. One thing that makes Plex almost useless for recording TV from cable sources is that most Cable companies encrypt with DRM their programing and Plex is unable to decrypt it. So it basically only works for over the air antenna TV.
With the paid version I believe the other feature is that it allows you to stream through the internet, as with the non paid version you can only stream stuff locally in your network. This is not an issue for some as you can setup a VPN and connect to the VPN to work around this.
The other benefit of Plex server is that it transcodes on the fly. What that means is that for example, if you recorded an UHD 4K video of your friend's wedding using your Samsung S20 and saved it to your Plex Sever, and then you mom wants to watch it from work, she can see it from the Plex client that has access to your server. But in the background instead of streaming 4K to your mom's cellphone that will take for ever Plex converts the file to FHD 1080p or even DVD quality 480p automatically on the fly. Plex is smart enough to determine what quality work best to stream it to your mom's cellphone.
If the server that you have Plex running on has a GPU or some kind of hardware capable of encoding video, with the paid version Plex will use that hardware which enhances the on the fly transcoding.
Another good feature it has that you can upload pictures to you server from your phone. That will save you some money now that there aren't that many good alternatives for Google's free unlimited photo service (btw, check out mega.nz which gives 50GB free of picture video storage).
This post might give a better idea of what plex is and what the paid versus free differences are:

Maybe they'll give a refund w/o a bunch of crap.
"We have cancelled your Plex Pass subscription. Plex Pass subscriptions are usually non-refundable. However, we've made an exception in your case and initiated a refund of the recent charge for you."
As a workaround, I just download the files to my phone manually whenever I want something for offline viewing.
