some people report getting cards with no balances and successfully got refunds but i would not hold on to these past the ebay return policy period. i bought cards in October and activated last week with no issue.

But to be honest, I am not sure anyone can answer that completely because what is offered today could be totally different a year from now. I wouldn't worry about it overly. If you don't like your options once that time comes you can always port the number to whoever has the best offer at the time.
