No he is on another network. He is on boost mobile I believe.
They won't let you port in a number that is already in T-Mobile's network (any reseller). If you want to transfer it to your account then they call that "Transfer of Responsibility" wich you can do but it will not count as a New line.
You would need to port it out to a different provider, then port it back to T-mobile, no wait time required.
This is what I did for the free line. Ported out my number from Teltik to Google Voice, then the next day ported in back to T-mobile and counts as a new line.

Successful plan conversion from FRLTUL4LP plan to TIULFM9. My FRLTUL4LP plan was maxed out at 8 lines due to all the free line promotions, and I was really hesitant to change it since I was already paying a reasonable $120 all in. Skipped the last free line promotion, decided to jump in this round. Glad I did because the plan was successfully changed and my bill actually went down another $10 with the additional line.

My experience was:
  1. Backup screenshots of the account, price, promotions, line level promos, codes, etc.
  2. Asked about the free line promotion through chat using desktop.
  3. Agent immediately knew about the free line promo, asked to login to verify account, basic adding line questions (do I have a device, etc.)
  4. Confirmed there will be a plan change, all promos will carry over
  5. Explicitly ask about the discounts and account bill won't change to have it in the log
  6. After all the assurances, agent made the change, added the line, asked for SIM card payment.
  7. Checked account with agent on phone, saw my plan was over $250, agent confirmed that the promos takes a day or two to apply.
  8. Total time took 15 mins of chatting, backup copy of the chat to notepad.
  9. Checked back throughout the day, plan remained at $250.
  10. Received text messages that said I no longer qualified for promotions.
  11. Checked again this morning, prepping for a call to CSR, my plan is now $110, lower than before with the additional line active.

Now, with my 9 line TIULFM9 plan, I have the following account level promos:
TIULFM9
description: "Includes unlimited talk, text, and high-speed data for each line, with taxes and fees included. This plan is no longer for sale. "
discounts: [{name: "AutoPay Discount", code: "MEPYDIS40", amount: 40, usageBased: false,…},…]
0: {name: "AutoPay Discount", code: "MEPYDIS40", amount: 40, usageBased: false,…}
1: {name: "Insider Discount", code: "EMPFNBM", amount: 54, usageBased: false,…}
2: {name: "This One's on Us (AAL)", code: "AALPROMOB", amount: 30, usageBased: false,…}
3: {name: "2020 Line On Us", code: "20Q23P", amount: 30, usageBased: false,…}
4: {name: "2020 Line On Us 2", code: "20Q32P", amount: 30, usageBased: false,…}
5: {name: "2020 Line on Us 3", code: "20Q43P", amount: 30, usageBased: false,…}

I lost of couple of account level promos during the transition, but I'm not going to complain if my total bill is lower. I still have all my line level promos.
Did you not get the Nov 25th free line also as I only see 1xLOU3. If you have gotten Nov's free line, there would be 2xLOU3 when you added the Dec's LOU at line level. Also, .did you try to get F&F and 4th line promos back and successful?

As stated, I skipped the last LOU promo (Nov). I'm not going to poke the bear since I got what I asked for (free line) and more (-$10 to bill).

Your math is right without the device payments.

Did you have any Kickback before the change in SOC ?. You may want to risk poking the bear for some more honey. I have the same SOC with 10 lines, and LOU and LOU2 are #8 & 9 on Account level, and gets me an extra $8 off each for KB, but #10 LOU3 is on Line Level, so no KB. Will be adding LOU4 shortly, most likely will be on Line Level.

I do have kickback on my paid lines, but I haven't seen any benefit for years even though only 1 line uses more than 2 gbs monthly. Last I called they said my kickback wasn't applied because my rate was too low (after 1 hour talk). Not going to poke the bear any more.

T-Mobile corporate just posted on Twitter. This is a continuation of the November free line promotion. If you activated a line around thanksgiving Black Friday you are not eligible for another free line since it's the same promo just revived as a continuation. Sadly this is their official stance on this. I'm guessing too many people jumped onboard a rumor.
Can you post a screenshot?

I follow several of the T-MOBILE Twitter accounts and can't find this anywhere. Do you have a screenshot?

This is definitively not true. Internal documentation says you can stack this promo with any and all free line promos as long as they were activated before 12/20.

There's some wording in the internal documentation which confused reps. It was meant to clarify you can't take advantage of the Magenta 3rd Line On Us AND this 2020 Line On Us 4 during this promo period, basically to say new accounts can't get TWO free lines unless they activated before 12/20. However, it's been clarified in the comments for this promo that these are separate promos and you can stack both.

I, along with many other customers, have stacked both.
