Seems so. I talked with a friend who worked for C1 as a software engineer saying sometimes they accept applications that choose Sometimes on Carry statements option. Lol
Edit: I did a prequalification check with them before applying. Got prequalified for Venture X, Quicksilver and Savor. I didn't apply for the Venture X due to its high annual fees and ended up picking the Quicksilver for the $200 bonus and no annual fee.
