Price sensitive dealseekers like us - gives us the pricing we demand and also the warm fuzzy feeling that we "hacked" a "very special" deal cause we are the ones in the know
Semi price sensitive contractors and general public - thrilled they got a "great deal" because of the free item, and often compares to MSRP or Amazon primarily
Non price sensitive people - will buy either way so its best to "hide" the deals a bit so they don't end up using them too much

No, they wouldn't and don't do that. They prorate the amount you pay across the retail values of the two items. So if you buy a $200 item and get a $100 item free, they will assign 133.33 to the $200 item and $66.66 to the "free" item, permitting you to return either item for their assigned value.
I know a lot of people speak of this as a loophole, but it's by design. HD knows some of these things are getting returned. They don't care. This is still better than a simple coupon or discount for them because getting you to take home an extra tool/battery is half the battle. Many people just keep the item they didn't really need.
