Do I have to cancel it to sign up for new offer? How long do I have to wait?
What's the best option for points on it. I think there is something special about these points. That's why I did not cancel the card in 2020.

I downgraded to a Freedom a few days ago to get a prorated AF credit back.
I used up my annual 'travel' voucher and Doordash credit. I also blew all my points to zero on Pay-Yourself-back credits.
Since I've had it sine August 2016, its nice timing to re-up a Sapphire sign-up bonus! I was very hopeful the 80k bonus would come back.

Also, does it risk anything or is it ok to ask them to reduce my credit on the saphire card I would be downgrading? I signed up for like 4 or 5 credit cards within the past year here, I am worried my credit limit would be low signing up for this sapphire preferred card and thus not having enough credit to get the bonus.

a bunch of CC's (from any card issuer) in the recent past, you may run into the chase 5/24
rule (can't have opened 5 or more cards in the past 24 months).
