Basically the support falls on party lines, unless it can be worked into a reconciliation bill or they blow the filibuster it's not happening.
Edit: just for clarity, didn't want to get the politics argument going on this more just a realistic view of whether the credit will get added to make this a much better deal.

$9,100 for a new EV is a no brainer.
I see a lot of arguments in this thread on the quality of this car, but if you are paying $9,100 for a fully loaded EV with 250+ mile range BRAND NEW, I don't know how you can argue against what may be the slickest deal in years.

Most of the stimulus and tax incentives that have been passed over the past year plus have applied to the tax year they were passed in. Based on that logic, I would assume that if the bill passes before December 31st 2021, any purchases in 2021 would be eligible for the rebate.
I understand that purchasing in the hope that the bill becomes a law is a gamble. As someone else said, if the rebate passes, the price on these and other EVs are going to jump significantly, making buying before the bill passes, the right time to buy.
I'm in the market for an EV and was planning on buying used, but right now 5 year old used EVs are at best $16,000. $21,500 for a new one doesn't seem so bad and $9,100 seems like a steal that I might gamble on.
If you have a garage, it's a much more convenient to have an EV than an ICE car. Plug in when you get home, full "tank" when you leave. The last time we needed to supercharge (40% to 80%), it was done before we even got our drinks from nearby boba shop.

"(3) EFFECTIVE DATE.—The amendments made by this subsection shall apply to property purchased after December 31, 2021."
