Basically the support falls on party lines, unless it can be worked into a reconciliation bill or they blow the filibuster it's not happening.
Edit: just for clarity, didn't want to get the politics argument going on this more just a realistic view of whether the credit will get added to make this a much better deal.

It's up to you to search but as I said PFCU is generally my go-to for cheaper rates. They are 1.79 for a 2020 or newer and 2.39% for everything else. ("as low as" meaning it depends on your credit).
Without more details you'll have to run the amortizations yourself to determine how much you'll save, but it probably won't be much. the exact amounts depend on your current amortization but a $10k loan for 2 years with the only difference being the rat - 3 vs 1.79%, the lower rate saves you a whopping $127.
For instance, for the Bolt EV about 150-180 miles would be a safe more reliable realistic range.
Its 259 manufacturer mile range is on a flat road with one small person in the car, doing 55mph, with no A/C, no lights, no wind, no radio, no start/stop driving etc. It's an ideal and unrealistic range.
Also to fully charge this Bolt using 120V it would take about 65 hours (4 miles /hr), and using 220V it would take about 11 hours (25 miles /hr).
So, think long and hard if an EV fits your lifestyle/living/driving requirements before you buy one.
