I mentioned the offer to my wife who is a Chase employee and she pulled it up on her internal system. It had a note that they had additional offers if you apply in a branch. You get the 100k points, 1st year AF waived, and a $50 grocery credit. So essentially an extra $145 for applying in the branch.
Wow. No brainer if you are eligible for the bonus.

I had to call the Chase Fraud line yesterday at 10:40 am est. Auto message said 30 minute wait. At 1hr 15 mins someone picked up, never said anything for 10 seconds then hung up.
I called back later around 4pm est. Auto messages said 40 min wait time. At 1hr 35 mins someone finally picked up. Took 20 mins for them to confirm my identity and approve the application.
So 3 hours of waiting on hold plus about really 10 mins actively helping on my request.
the reason I had to contact their fraud dept is I put fraud alerts on my credit reports (tha links Equifax and discover breaches). Rediculous that the branch could not just verify my identity as I was there in person applying with my state DL, chase CC and all info they needed. instead told me to call thile fraud dept myself and went through that BS

Says my credit utilization is 16%. I have my monthly CC payment pending...should I have applied after that went through??
16% is good, should be good enough to qualify for the Sapphire card. (Less than 10% would be excellent.)
No, waiting for your payment to have gone through wouldn't change a thing since your billing statement had already been generated. If you really needed to bring your credit utilization down, you'd prepay your credit card debt BEFORE the statement was generated ... but who does that?

As soon I walked in, I said I had a meeting scheduled to sign up for the Sapphire Preferred card and the person helping me told me what a great promotion they had for in branch sign-ups.

I didn't even have to ask. In and out in 10 minutes. She even filled out the application form for me and all I had to do was click various fields for my digital signature, and had the card expedited!

Much as I hate Chase's information systems, I've long since concluded that Chase's number one problem is its staff.
Those bank managers whose managerial style is to that recite policies based on assumption promote a paradigm of disinformation - subordinates do as they are told and dare not question the boss.
I think everyone will get the same offers at the branch no matter what the banker tells you. These offers are not branch specific, the bankers are just not up to date on the offers. Am I wrong?
