Generally, you can use a credit card to pay for bills like:

The one highlighted in bold is the only one that seems to apply to your case of applying in branch (except it is unclear where that case's pre-approval originated from).

Taz, unless I'm misreading your post, I think you're describing the way Chase used to apply annual fees years ago (charging the annual fee after the first statement).
