I mentioned the offer to my wife who is a Chase employee and she pulled it up on her internal system. It had a note that they had additional offers if you apply in a branch. You get the 100k points, 1st year AF waived, and a $50 grocery credit. So essentially an extra $145 for applying in the branch.
Wow. No brainer if you are eligible for the bonus.
I signed up for 80k offer just last week. Can I get chase to make it 100k?

That's my video,
1. I just downgraded my normal sapphire to freedom flex and it reflected in apple pay and in my account.
Did the Customer Service Agent discuss the time frame that is needed to clear the Sapphire account from your Chase history, before being able to apply for a new Sapphire account?
She should have done so.
BTW, thanks for posting the video. It's a fairly typical response by Chase's agents. I blame Chase's paradigm for business operations. Not really the fault of the line workers who only get piecemeal information.

Answered your other questions as well. Please refresh.
Let me quickly apprise you and I'll come back later and fill in the documentation (EDIT Done):
1. The 48 month time period starts from the award of the original bonus. The award coincides with the statement date that you received the bonus points. Reference "Offer Details".[chase.com]
2. Current Sapphire card holders are not eligible. You recently downgraded, but your old account is still in the system. It typically takes 1-2 weeks for the old card to clear Chase's system, depending on whether you sign up online or in-branch. Online applications clear faster for some unknown reason. Reference: Tally data points.
3. Most common disqualifier (assuming you've cleared items 1 and 2), is the 5/24 rule. You cannot have more than 5 new credit cards issued to you in the past 24 months. The way Chase applies this rule, the new Chase Sapphire Preferred card can be your 5th new credit card in the past 24 months, NOT the 6th. Reference: 5/24 rule.[thepointsguy.com]
4. There are other approval issues (lacking permanent address, low income, low FICO score, etc.), but presumably you would have told us about any such relevant information. However, none of these would block the initial application. Your application would be accepted and these issues would come into play during Chase's review process.
For you, item 1 appears to be the critical hurdle that you need to clear. If your old card was originally approved on September 29, 2017, your first statement would have been in October 2017, you would have had 3 months to fulfill the bonus requirements, and you might have received the bonus as late as January 2018.
I suggest that you go back and review your statements to see when you actually received your bonus.

First statement (used $11k - target is just $4k).
Statement Opening/Closing Date 09/29/17 - 10/24/17.
And in this same statement:
My rewards summary:
Previous points balance 0
+ 1 Point per $1 earned on all purchases 11,853
+ 1 Point per $1 earned on dining 104
+ 1 Point per $1 earned on travel 6
+ Additional bonus points 5,000
+ New cardmember bonus 50,000
+ 1pt per $1 in digital wallets bonus 13
= Total points available for redemption 66,976
And then I contacted customer care to get the additional 30,000 points (because I forgot to add the bonus 30k points code) [application was 50k bonus, vs coupon in mail 80k signup bonus].
Statement Opening/Closing Date 11/25/17 - 12/24/17
+ Courtesy adjustments 20,000.

Interesting.
I believe that your bonus award would be based on 10/24/2017. The subsequent award that you received on 12/24/2017 was a "courtesy adjustment", not a bonus award.
However, it is vague enough that you might consider contacting Chase for verification. If so, use Chase's Secure Messenger to preserve documentation. (Even with a response in writing, there would still be a certain amount of doubt. However, short of writing Chase corporation a letter, that would be the most authoritative response that you could get.)
EDIT: Disclaimer.
Writing to Chase isn't necessarily effective. I have written Chase three letters in the past year on different subject matters. The first letter (complaining of Chase's accounting practices) went unanswered. The second two letters (concerning a purchase that was inexplicably canceled by Chase, not by me nor by the vendor) were responded to in a style that I would characterize as misdirection ... a smattering of factual statements regarding how I would be refunded but avoiding the question of how it came to be that Chase canceled the order without my permission and without bothering to inform me of their unilateral action. What I'm saying is that if Chase isn't prepared to give you an answer, they won't.
So I was able to do a MDD. Got approved the Reserve this morning. I'm able to see a 100k reward for the preferred in my account and $4000 spend, but not yet for the reserve, anyone who did this have any experience so far?

09/29/17 was the statement opening date, so your new cardmember bonus should have been credited on 09/29/17 as well. You should be eligible to sign up again starting in October, 2021.

Bonus points as well as regular points post on statement closing date not opening date.
He met the minimum spend during his first billing cycle before 09/29/17, and the sign-up bonus were credited on the following statement (09/29/17 - 10/24/17). Sign-up bonus points are credited on the first day of the following billing cycle after meeting the minimum spend threshold.
Conclusion based on misunderstanding.

ElatedMammoth4969's account was opened on 9/29/17. He quickly spent enough to meet the minimum spend requirement of the sign-up promotion. On his first statement, he was credited with the points earned by spending + the 50K points sign-up bonus. The date of the first statement was 10/24/17, covering the period beginning 9/29 and running thru 10/24. So, 10/24/17 is the date considered to be when the bonus was awarded.
Due to the 48-month bonus award restriction, the first day that ElatedMammoth4969 will become eligible to apply for the new Chase Sapphire Preferred account is 10/25/21 (possibly 10/24/21).

side question: it's either in branch fee waived, or a friends referral link for 20k points? each person?
