Not sure what you are talking about with different interface with Google, but it doesn't really matter. It doesn't affect which app it supports. Interface is overrated in my opinion, and it varies for each individual. I am an Android person, so navigating around Android TV is super simple, even on the Tivo stream where I can exit out of the Tivo interface and into Android TV in 1 button press. When i first got the Roku, I thought it wa confusing as anything, but you do get use to it. If Roku works for you, that's great, but I wouldn't make its interface the reason a buyer who is in the market for a streaming device to spend 40-100% more just to use that interface.
And yes, you can play files on USB with both Google Chromecast with Android TV and with the Tivo Stream. You can stream local files as well using Kodi (which is not available with Roku, although Roku does have other means). Kodi is the king of local streaming app.
Tivo has a USB-C port (separate from micro-usb power port) which you can add drive, hub, etc to play files from.
Google Chromecast with Android TV also has usb-c but it uses it for power so you can get a usb-c hub to add devices.
Tivo is not dead. If you go to the current Tivo thread, you will see people posting links that Tivo is still supporting this. Even if it stops supports right now doesn't mean it is bricked. It will still be very usable well before the hardware become obsolete because it runs on Android TV. For less than half of the price of this to get a much bigger app library, and never have to worry about the next "HBO Max" or Direct TV situation, it's a no brainer.
Tivo is cheap.. right now. but Roku has been around for long time. They got the market shares and the user base. streaming service comes and goes, but ROKU device support is always there. This is especially true if you stream from non top5 services.. like ondemadkorea. they do not have samung tv or lg tv app but Roku app.
Even google's Chromecast, android tv... they come and goes and changes it up. you don't know how long they are going to last.
By the way. Tivo is not too serious about supporting Android TV ecosystem for too long.
This is what happens to streaming devices that does not have market share. Roku is already built in to TCL and other partners... It's not just the hardware that makes Roku better.

It is a little pricey for what it is though. Hopefully future TV's will just include AV1 decode.

The tivo is $29. It will be more than worth it for most people to get 3-5 years out of it. Like I said, who cares if tivo stop supporting it. The Android TV library will still be there. Roku is big but Google is bigger. They are not going to fold so android TV will still be viable. Yes there is always that 1% of people that Roku makes sense for. If that's you, then great. You managed to rattle off the one app that 99% of people in this country has never heard of. Good for you. I am making a general statement for general population, not the 1%. At less than half the price, the tivo is a no brainer. Heck I would say at 69, I would rather get tivo at 29, and wait for Roku to go back down to 49 (which it will in the next 12 months) and get that if the tivo doesn't satisfy your needs by then (which I doubt).

And then you brought up HBOMax???? The same company that made Roku the last of the major platform to get HBO Max? While Android TV and Apple users were enjoying the simultaneous cinematic and streaming premiere of Wonder Woman 2 last december, what were you and other Roku and Amazon Fire users doing? Twiddling your thumb? Watching it on your laptop instead of enjoying it on your TV. Finding a way to cast it (which diminishes the quality) to your Roku? heck, even Amazon Fire ended getting HBO Max before Roku.
As for interface, yes Tivo is responsible for the updates o their interface, but not for how apps interact with it. You think an Android TV app developer needs to develop a specific app for the Tivo version of Android TV?? No, they just develop for Android TV, which will work on the Tivo because it runs Android TV. Who cares if the interface gets updated? It's like your phone, you see a grid of icons with your apps (which you can organize just like on your phone), you press on that icon, the app runs. From there, who cares about the interface. The rest of the experience is up to the app developer, not Tivo, not Android. I don't spend my time admiring the interface of my device, i spend time watching content. Android TV gives me the most plentiful way of enjoying the content.
it's your money, you do what you want. But your argument for Roku for the general public is very weak. $29 to get the absolute largest app collection and the first to get all the MAJOR apps vs $69 to get a good interface (even that is up for debate) that sometimes gets the app on day 1 and sometimes you have to wait months (and sometimes gets the app and then lose it, ie Youtube TV). It's your money.
If you don't care for those features you can pick tge roku stick or the premier 4k that usually go for 30-40 buck.
Then you can compare which one has the bes features, most apps, best interface and so on.

Like I said. I have learned my lesson with hbomax and now YouTube tv. Roku was the last platform to get hbomax and lost YouTube tv. It won't be the last time it happens. It's never going to happen to Android because it is the largest mobile platform in the world. No major company (except Apple) is going to risk not having their app not work on Android. It's your money, do what you want. But fool me twice.....
