Yes your iPhone/iPad's Apple ID doesn't need to have the same Apple ID as your Apple TV. It just need to be on the same network. You can use the saved logins from your iPhones to sign in through the Apple TV too.
I would pay the extra $35 to make sure you are a little more future proof and more importantly, the new remote
The old remote worked okay when you got used to it but the new remote is superb. For me, the mute button alone is worth the cost.

The old remote is awful, but I also got used to it. I have a Fire TV Remote and it has a mute button. It's definitely handy having the option to mute your TV

So I cancelled the promo subscriptions I had to AppleTV+ and Apple Arcade BEFORE activating my new AppleTV4K.
Cancelling these 2 subscriptions still honored the original full length of my promo subscriptions, just no auto-renew. Luckily, upon activating the device, I was immediately offered and received the additional year of AppleTV+ on top, and a new additional Apple Arcade promo extension appeared under Settings > AppleID on my iPhone.
Maybe it was because I was not actively on a promo subscription, was classified as 'cancelled'?
So I can confirm that I now have extended free promos of:
AppleTV+ free until Oct 25, 2022
Apple Arcade free until Mar 20, 2022
