I got it to work, but had to first update the new AppleTV from TVOS 14.4 to 14.6
Use the reset option in the settings app that says reset device and update to the latest TVOS, when that completes setup your device again with the new Apple ID, however.. although I saw the 1 year as soon as I went into the AppleTV app and clicked the AppleTV+ icon I could not activate the free 12 month subscription until I added a credit card to my new account.
I went into my AppleID's payment information via iTunes on my PC (Account -> View My Account) and click 'Manage Payments' to add a credit card.
Alternatively I believe you can add the credit card by logging in with the AppleID here:

To validate the subscription and see the end date I found this link that launches iTunes to the page showing your active subscriptions:

My existing everyday AppleID still has service until July 27th so I suspect I can kill the recurring sub on like the 26th and come back on the 28th to add the new AppleID to my 'family' and give the AppleTV+ service to my original ID. I didn't want to wait to activate on 6/30 and find out the Apple servers are getting hammered by last minute users trying to get the free year before the reduction; and I didn't want to wait until the end of July and only be able to get 3 months with this deal. I would rather lose one month from a year than only get 3 more months.
