Best redemption value seems to be converting to JetBlue miles. You can convert 1 to 1 and you get about 1.4 cents of flights per mile on JetBlue. So 80,000 ThankYou points could get $1100-1200 in Jet Blue flights.

No. Credit score aside, Citi implemented a soft 0/6 or 1/6 rule for inquiries early in the pandemic and has not modified it since.
