I used affresh before with zero issues.
When vinegar and baking soda are combined they create carbonic acid which is a common ingredient in cleaning products. So there is that... Neutralization doesn't mean the solution doesn't do anything, it just means there is no excess of hydrogen or hydroxide ions present in the solution.
Doesn't work
The carbonic acid immediately turns to carbon dioxide and water after mixing. That's why you get the foamy bubbles. It hardly sticks around long enough to do any cleaning. What's left over in solution is sodium acetate, an inert salty water that does nothing to clean.
