I filed a police report in the town of the Target and had an officer investigate. I contacted the AG and the AG forwarded information to Target.
In the end, my bank returned the money. I bought with a debit red card. Target didn't dispute.

I had the same experience at Target where the apple gift cards i bought in store were redeemed by another apple id account within 6-9 minutes of activating the cards.
