Only 28L and not for actual backpacking, more like a trip to the beach. No real need for a waist strap.

This is marketed as a technical day pack used for hiking, so the waist strap is a valid comment. Then again it doesn't have an internal frame or framesheet either so it isn't really a technical day pack.

Then you must not put much weight in your backpack, which to be fair most people do not.

If you actually live somewhere where you walk to get groceries, the waist strap is key.

For United airline, personal item size are..... 9 inches x 10 inches x 17 inches (22 centimeters x 25 centimeters x 43 centimeters)....done anyone know this match the measurements above?

With this being more of a bag than a back pack I'd look at how many liters you're airline allows. Most are around 25 liters so this should work as long as you don't fill it up all the way.

last year i paid $70 for overpriced POS 28L Burton beach bag. It has lots of pockets buckles straps but i'd rather pay $10+ for this. Should've waited.

If I carried groceries regularly in my backpack, I'd use my backpacking bag, with an aluminum frame so that I didn't ruin my back.

I think you're looking at the wrong products for that purpose. I'm literally looking for a second, or just larger, beach backpack.

A waist strap/belt only helps with load if there is some sort of internal support in the bag. In this (unstructured) bag, it would only keep it from swinging side to side if you were running with the bag on for some reason.
