I was walking around a local Walmart and saw these on an end cap. They had no price tag, so I scanned it with the Walmart app and they came out to $249.99. I picked up 2 and they still had 6 more on the shelf.

I use an old Celeron with Quicksync. I've personally hit 22 1080p at once. I don't transcode 4k so couldn't give you an estimate there.
It's amazing how many people don't realize this and frequently recommend adding GPUs for Plex. That's not needed and purely a waste of money. Even the Plex subreddit has hoards of individuals frequently recommending a GPU for Plex. Feel free... but it's a waste of money.
edit: Use Linux in this use case to avoid any headaches. I recommend Ubuntu

there's software and hardware transcoding (usually means software = cpu; hardware = gpu). intel cpus (coffee lake and later, non -F skus) have integrated graphics with quicksync feature that is very capable of heavy duty transcoding. earlier gens have quicksync as well, but there was a big improvement starting with coffee lake, i believe.
there's always a bigger nerd who knows way more about this stuff than i do, so i welcome any corrections/additions.

i also got my mom a desktop with the same i3-10100. plenty sufficient and a good upgrade from her old 3rd gen i5.
this is great for every day use, htpc, plex server, office work, school work, garage/workshop pc, etc etc. and at $250, you're getting much more usable performance than laptops even remotely close to this price.
Makes me excited for when I finally build a new PC, when video cards are a little easier to get and a little cheaper.

Local Walmart had one in stock which happened to be a display unit. Picked up Ryzen 3 for $199 instead. Excluding monitor
