I was walking around a local Walmart and saw these on an end cap. They had no price tag, so I scanned it with the Walmart app and they came out to $249.99. I picked up 2 and they still had 6 more on the shelf.

I use an old Celeron with Quicksync. I've personally hit 22 1080p at once. I don't transcode 4k so couldn't give you an estimate there.
It's amazing how many people don't realize this and frequently recommend adding GPUs for Plex. That's not needed and purely a waste of money. Even the Plex subreddit has hoards of individuals frequently recommending a GPU for Plex. Feel free... but it's a waste of money.
edit: Use Linux in this use case to avoid any headaches. I recommend Ubuntu

They went to four from 2 cores in the I3 which made a big difference. Nothing slow about this processor. The I5 they went from 2 to 4 to 6 with gen 8. So the 6 core is faster than this 4 core.
There are fundamental changes with the new gens as well. GPU improvements, security improvements and on and on. Faster RAM is a big one. However the MB must support these improvements for you to see them. Like the I3 here supports Display Port 1.4a and HDMI 2.0 but the Motherboard does not.
Bottom line if you have an I5 2017 or newer it is most likely faster than this I3. Even a g5 I7. Now which I5 or I7 would also matter.
For example I just bought a I5 gen 6 it is nearly as fast as this I3 however it may not support Windows 11 because of security changes in Gen 8 or 7 may be required. So I am thinking of a new PC to run Windows 11. Now it is also possible that the gen 6 and 7 will run windows 11. time will tell. I got that for $140 I paid another $30 for a very good WiFi and Bluetooth card.
Laptops use less powerful chips to save on power.
The Guideline
Very roughly speaking, for a single full-transcode of a video, the following PassMark score requirements are a good guideline for the following average source file:
4K HDR (50Mbps, 10-bit HEVC) file: 17000 PassMark score (being transcoded to 10Mbps 1080p)
4K SDR (40Mbps, 8-bit HEVC) file: 12000 PassMark score (being transcoded to 10Mbps 1080p)
1080p (10Mbps, H.264) file: 2000 PassMark score
720p (4Mbps, H.264) file: 1500 PassMark score

You should be able to sell this 24" monitor for $100 fairly easily. My daughter just bought two for $125 each new and that was a good deal. That makes it $150. If you need the monitor then it would be difficult to find one for less than $125 with such a great stand.
I doubt you will find a better deal.

Is the monitor in a seperate box?
