I have it and it works well for me.
My config
Hp probook 430
2 monitors via 1 HDMI and DP
Wireless keyboard/mouse
Connected to my laptop USB port and MOST IMPORTANT.. the docking station supplied power supply also powers the laptop
The docking station works fine and has no latency with keyboard/mouse.
Not sure why Costco.com has such bad reviews. USB C ports can be confusing between ports that can accept power delivery and Thunderbolt 2/3 etc.
What might be helpful is to check best buy for same docking station it has good reviews. Many of the bad reviews is due to the fact the best buy offering does not include a power supply… its sold separately… at best buy the dock is $110 and the power supply is $39 so the cost price is $50 cheaper than best buy.

Last note. The j5create dock is $50 cheaper than the elago. Also you are buying from costco.com so if it doesn't work it's an easy return. But if it works you saved yourself $50.

However, if you are professional that needs multiple displays, and a ton of peripherals than CalDigit TS3 Plus is still the best.
Is the TS3 Plus perfect? Obviously not, but our IT department spares no expense for our engineers and the TS3 Plus has been hands done the most reliable.
Tried a lot of brands, and we still have more CalDigit than any other brand.
CalDigit was by far the best. No hassles, no nonsense, no need to unplug and replug external displays to get them to rewake (huge issue with our Wavlinks and no, it wasn't using DisplayLink).
If you want the best, the CalDigit TS3 is it. They run refurb sales pretty often if you can't afford full price. But new ones do go on sale every now and then. We worked out a good price with them directly because we needed 25 units. (Their sales and support team are reachable by phone and they are all US based in California and they are totally awesome)

Just because it's a bit better doesn't mean it is not better.
The CalDigit's TS3 Plus is still the best Thunderbolt 3 dock available for the Mac, but the Elgato Thunderbolt 3 Pro Dock isn't that far off. CalDigit offers better overall build quality thanks to all-aluminum silver and space gray color options, while Elgato offers an outer aluminum space gray shell that sandwiches a dark gray plastic interior.
The CalDigit dock is thicker than the Elgato dock, but also features a smaller desktop footprint. The TS3 Plus can be oriented vertically along with horizontally on a desktop surface, which lends added flexibility to a setup.
CalDigit's Dock offers more ports — 15, versus 12 on the Elgato Thunderbolt 3 Pro Dock. CalDigit offers a digital optical audio port, along with three additional 5 Gbps USB-A ports. The CalDigit TS3 Plus has a total of 5 USB-A ports, which will be handy for those with lots of legacy peripherals.
One advantage that Elgato enjoys over the CalDigit unit is that it comes with two USB 3.1 Gen 2 USB-C ports capable of 10 Gbps connectivity, while CalDigit offers USB 3.1 Gen 2 on only one of its two dedicated USB-C ports. The Thunderbolt 3 Pro Dock also includes a microSD UHS-II reader, which the TS3 Plus outright lacks.
It's worth noting that both docks support up to 5K (5120×2880) at 60 Hz when connecting directly to a Thunderbolt 3 display, such as the LG UltraFine 5K Display. Both docks also support dual 4K60 setups, although you'll need to employ the use of an active HDMI adapter to make that happen.

And if you want 4 monitors you will need to use "DisplayLink". DisplayLink are dongles that use software to "emulate" video output over a data signal. So it will do USB -> video. Some docks use DisplayLink chips to power their video outputs. DisplayLink is adequate if you are displaying something like an excel spreadsheet or word processing. But you only get a handful of frames per second... so anything with any kind of motion or animation will be unusable and look like a flipbook. Even moving the mouse quickly, you'll see artifacts and tearing. It's not actually a video output, it's using data to interpret what the screen should display but for basic use, it'll work.
