Why does the title say "select customers"? This is the standard feature for everyone with these cards. Rotating categories.
these days you can buy any gift card to anywhere or even a visa prepaid credit card which you can use anywhere. But for 5% I don't know if it's totally worth it for many things. You lose all the credit card benefits like extended warranty, the ability to chargeback. (And if you're me then you might lose the cards)
i mean if that works then technically you can buy gift cards to anywhere and get 5% off.

So Walmart takes PayPal...Does it double dip for 10%?
I don't think so. If you use PayPal the transaction on your card shows up as PayPal (this is why you can use PayPal key to pay for stuff online at places that don't take PayPal and still get the 5% bonus for PayPal)
Use your paypal to generate Credit Card key, powered by Paypal. You can associate any card with paypal to do this. Once you have the key, use that to shop online as you would with any CC. All transactions are routed with paypal. I do not know if chase has figured out to tag them differently than paypal but if they haven't then you can get your 5% CB

Yeah it's not available for me either
Last time, this worked with PayPal key, their virtual credit card, so every online purchase was eligible.
edit-I'm guilty of not reading the entire thread.
Do they allow paying for gift cards using a CC?
